Welcome to the forums. There is a URL submission page - google.com/addurl/ - but you don't need to use it. The Google's algorithm will crawl your website anyway. What is your web address. I'' have a look at it and will tell you what would help you to get better ranking.

Social bookmarking is usually a good way to go if your just trying to get indexed quickly.

Its not great for building back links (because most social bookmarking sites are nofollow) but it still helps get your site visited by crawlers who arrive from the social media sites.

Quite often with new sites the bookmarks will be indexed above your site in the rankings but dont worry it will balance out eventually.

Just put ''no index, no follow" in your meta tags. And one more thing if you do not want to get indexed than do not add links in your signature, which point to your website.
