The folks from Joomla Project have announced a few days ago th availability of Joomla 1.6 beta 15 (Download link:
http://joomlacode.org/gf/project/joomla/frs/?action=FrsReleaseBrowse&frs_package_id=5539). Check it out but be advised that this is still a beta version. So it is not a good idea to run any kind of live, operational website.
The previous release was Joomla 1.6 beta 14 (November 1, 2010). The Joomla development team has fixed 84 issues in the tracker in it. According to the official release Joomla has closed 33 more tracker issues.
The Joomla! Bug Squad is working to overcome 4 issues which are blocking the release 1.6.
Joomla 1.6 Release Candidate 1 is expected to be released on December 13, 2010.
