I think Hostcolor should make some attractive banners, basically highlighting the Unique selling point, like price or service etc.. The penguin banners look good but dont attract clicks

Hmm... you've got the point. When people are searching for web hosting they probably need to see the specification of the service, the plans and the pricing.
